			<description>Thanks for your comments.   The publish to OER capability is a building block.  You can restrict access to the tool to folks tasked with working with instructors to clear their course materials.  

A recommended workflow would be to identify an instructor with resources that should be shared.  Then copy that course to a new shell and clear the items via your copyright clearance procedures.  After that material is assembled you can publish that course as OER using the tool.  This will enable the public static URL for the resource.  If you add additional materials to the package you can republish and update the version of the materials.</description>
